Mindset Transformation as a Catalyst for Responsive Governance: Insights from Zambia’s Public Service Change Management Framework

This paper examines the role of mindset transformation in promoting responsive governance in Africa, using Zambia’s Public Service Change Management Framework (ZPSCMF) as a case study. The framework was introduced to break entrenched cultural and attitudinal barriers within the Zambian public service and foster a citizen-centric approach grounded in accountability, inclusivity, and service excellence.

Adapted from the Australian Public Service model and adopted across ministries and agencies, the ZPSCMF is now Zambia’s national standard for managing change. Beyond reshaping institutional values and culture, the framework seeks to enhance efficiency, effectiveness, and professional competence priorities that resonate across both public and private sectors.

Zambia’s experience offers valuable lessons for African countries pursuing public sector reform through cultural and behavioral transformation. It illustrates that mindset change is not an optional add-on but a strategic tool for building sustainable, citizen-responsive institutions. The framework aligns closely with the AAPAM 44th Roundtable theme: “Changing Mindsets – Responsive Governance for the Africa We Want.”
